I'm not sure if this occurs in 4.2.1 only. I was able to reproduce without the weather plugin on the panel.

Is this something you only see with the 4.2.1 version?

I see stalls like this in Mozilla during large dist-upgrades however
they do all come back.

It could be that this is caused by the weather plugin not getting enough
CPU and stalling the whole panel.  Can you try reproducing it without
the weather plugin installed?
