Additional information: The same problem in the binary package freeciv-server with version 2.0.8-3 as described above exists in version 2.0.9-1. The binaries were not compiled with --enable-auth. (Thanks to jason for the hint. I will try to compile and build the package myself.) The last version of the binary package where I know authentication to be enabled for sure is the version 2.0.1-1sarge2.
I beg the maintainers of the freeciv-server package to build new binary packages for stable, testing and unstable with the --enable-auth option and to keep that as a default option for future releases of the freeciv-server package.
