I think that the thinking behind this is something like:

Part of gnome, so it should be used by default if installed, so a fairly
high number. But not excessively high, since it's basically installed by
default.

Not sure why it gets a much higher number since it's also basically
installed by default if kde gets installed.

If a user goes out of the way to install this, they're quite likely to
want to use it by default.

Also installed by default as part of either the gnome or kde desktop
tasks, and should not take over as the default browser on those
desktops without user configuration, so needs to be lower than epiphany
and konqueror.

(This is debatable, it could also be argued that like epiphany, if you
install it, you want to use it; the desktop environments generally
configure the default browser for use within them via other means. So a
higher number might be more appropriate)

Not installed by default, so if you install it, you probably want it.
Current number is probably slightly low.

Mostly useful on embedded or low disk systems. Such systems are unlikely
to have any other web browser installed, so it does not need to have a
higher priority to compete with other web browsers. It's generally less
capable than all of the above browsers, which also argues that it should
have a lower priority.
