What's happened is that at some point in the past you have installed nis
and later (probably after deleting it) manually deleted the init script.
Since the init script is a conffile dpkg preserves this change when you
reinstall.  The package should handle the removed init script more
gracefully but obviously it still won't reinstall the init script unless
you purge or otherwise do so manually.
