This is a bit of a stab in the dark, but could you have had a read-only
/etc at the time bosserver started or otherwise had something about the
system that prevented bosserver from creating SALVAGE.fs in
/etc/openafs/server-local?  If so, this is probably a duplicate of #405697
which will get fixed in the near future.

Otherwise, I can only speculate about some behavior change in 1.4.4 about
which I was not aware, since I definitely didn't intentionally enable
anything like that.  One of us should ask on openafs-info about that if my
above guess isn't correct.
