java-common is a special package because it contains the Java Policy. Like the Debian Policy, it is not maintained by a small group of developers (in this case pkg-java) but all Debian Java developers. I think it is best if debian-java stays the maintainer of java-common so all developers can e.g. discuss proposed changes to the Java Policy.
