I'll wager that this is due to the depends and conflicts of rmail -
and isn't something that can be fixed...  but if you had let
the install go as far as possible (sendmail-bin, etc.) and then
retried, rmail would happily install.

rmail conflicts with:
        sendmail (<< 8.13.1-7), postfix, exim, exim-tls, exim4-daemon-custom,
        exim4-daemon-heavy, exim4-daemon-light, courier-mta, smail, zmailer
because those versions have their own rmail executable.

and rmail depends upon:
        sendmail-bin | mail-transport-agent, libc6 (>= 2.3.2.ds1-4),
        libldap2 (>= 2.1.17-1)
because it needs a MTA

So, the 1st stage may say that rmail can't be installed if you had an
earlier version of sendmail (or the other MTAs) installed.

After the newer sendmail is installed, or one of the other
(non-conflicting) MTAs is done, rmail will happily go on.

The most effective has probably been Linux/8086 - that was a joke
