The man page indicates that "make-kpkg configure" needs to be run before any
other target if a .config file doesn't exist.

However, that doesn't work either ;)

relevant part of the man page:

This utility needs to be run from a top level Linux kernel source directory,
which has been previously configured (unless you are using the configure
target).

/usr/share/kernel-package/ruleset/minimal.mk:53: No .config file found

/usr/share/kernel-package/ruleset/minimal.mk:98: *** Please create a .config
file. Stop.

Failed to create a ./debian directory: No such file or directory at
/usr/bin/make-kpkg line 1096.

confirmed in 10.067 and 10.068

downgrading to 8.135 works
