The request-tracker3.4 package conflicts with earlier versions of request-tracker3.2 because both packages wanted to install the same file (and that is definitely a bad thing). This was due to an oversight on my part and is now fixed via the normal alternatives handling system that is used in all my RT packages. The only way to prevent bad things happening on install of the request-tracker3.4 package was to declare a conflict on request-tracker3.2 versions less than 3.2.2-3.
