The "toggle tag" and "attach tagged" items in the frame menu work for me, as do the keystrokes Mod1+T and Mod1+K,A. Are you trying to use these or some other method? It's possible that your configuration has stopped working due to changes in the shipped configuration files (see NEWS.Debian).
