The problem seems to be that mono-mcs also provides a genres binary which collides with the one provided with pnet-compiler. If the pnet-assemblies build systems takes wrongly the resgen provided by mono-mcs then then directory build-tree/pnetlib-0.7.4/resources/en_US/runtime won't build since the resgen will be unable to do its work.
