Hello Gary, This issue's been brought up on the Scribus mailing list recently, so I was aware of it. It's too late to push another package into Etch. However, once Etch is released I will switch the new stable Scribus line (1.3.3.x) to the "scribus" package from "scribus-ng" package and the addition of cupsys-bsd to "Recommended:" will be there.
