I've also encountered this problem. It happens with most file extensions ( like .zip.zip, .torrent.torrent, etc.) But sometimes, for example while downloading a .wav file it adds .bin so the extension ultimately becomes .wav.bin. I've also met with the "no download, but create a zero file size filename" problem, but I didn't manage to pinpoint the problem as to when does it occur exactly. I've tried iceape with the "problematic" files and it appears that it's not affected with this bug. Although it's sometimes can be tedious and annoying to rename your downloaded files or see that they're not really there (zero file size), I also don't think that this is a critical severity bug. Looking forward to the fix to this bug, it's already been a couple of revisions of firefox/iceweasel on linux since it's there :).
