In Bug #416576, Frans suggested discussing these package priorities on
debian-devel. I haven't seen that.
I don't particularly care about the outcome of the discussion (and have no
real control over the package's priority anyway - the Priority field in the
Packages files is controlled by the ftpmasters' overrides files) but IMHO
it's a decision that needs rough concensus.
