I cannot reproduce this, it works fine for me, also given the code in
this program I don't see how any of those two can happen. If you are
using dpkg-dev 1.13.25 the md5sum should be:

c0ddbd62850df03b3b25ddbff7baaa9f  dpkg-buildpackage

otherwise you or someone else has modified that file.

It just came to my mind that you might have dpkg-cross installed,
which diverts that file. :-/
