Maybe removing the suid question is even more appropriate.

That sounds fine to me, but I don't seem to have a pc speaker to beep and I think that using the soundcard is a better option. The author seems to think so as well since that is the default.

Anyone who uses the pc speaker beep may miss the suid option. Is there a better option for them?

I haven't looked into setting permissions on /dev/console to know if adding write permission for group tty and adding users to that group would stick, or what the risks of allowing that could be and if that risk is greater or less than making cwcp and xcwcp suid.

The beep program in the beep package gives an suid prompt with a few options. One is to set suid but to only allow users in group audio to use the program.
