Thanks for the explanation! I had naively assumed that the rc script does a straightforward mapping of K[0-9][0-9]* scripts to stop actions and likewise for S[0-9][0-9]* scripts and start actions, but I now see that init scripts are called with the stop action in runlevels 0 and 6 regardless of which prefix they have. BTW, it seems as if this sysv 'curiosity' is consistent with what file-rc does, as well. My apologies for filing what has turned out to be a non-bug.
