i recently upgraded a system to etch and the upgrade resulted in
/bin/sash no longer being included in /etc/shells.  this prevents me
from changing root's shell away from /bin/sash, as /etc/pam.d/chsh
requires that the current shell be listed in /etc/shells.  it also means
that chsh prompts for a passwd when `dpkg-reconfigure sash` is run,
which causes the reconfiguration to hang.

running:
    /usr/sbin/add-shell /bin/sash
as if it were an intial install resolves the problem
