Right. At least we're on the safe side. IMHO, if (or since) it's impossible to 
accurately detect what version is needed, it's better to generate a too 
strict dependency and let the maintainer override it if his code can cope 
with the lack of the feature concerned, than the other way around. I think 
that would make the autogenerated dependency useful in more cases.
