After further thought (and discussion with a debian developer), a better scheme is to eliminate all of the awstats.siteN.com.conf.local files entirely, and put their contents into awstats.siteN.com.conf directly. The first line of this file is an include for awstats.conf (which has an include for awstats.conf.local) after which it has the settings that are overridden.
