Only if you use reportbug which will set the x-debbugs-cc by default; if you send it manually, it doesn't reach debian-devel. We lack documentation ATM, but it's relatively straightforward: we use svn-buildpackage in mergeWithUpstream mode. Your diff should only have a debian/. We mostly use CDBS for simple packages and pure debhelper for more complex packages (especially platform libs with multiple builds). Upon your import, you should add the GNOME team as uploaders with the control.in trickery you can see in the other modules (check any CDBS module, only an include and a build-dep are required; slightly more for non-CDBS sources). I can do it if you prefer. We also have an alioth mailing-list where all BTS traffic goes (subscribed to all PTS packages). I'll subscribe it to the orca PTS when you import it. Because orca is an official module, it should be added in svn+ssh://svn.debian.org/svn/pkg-gnome/desktop/unstable for the unstable branch.
