I'm not that used to this game, but IIRC in Sim City or similar, one was able to keep on building/buying stuff, even with a negative bank account. But if it dives a bit too deep, it is no longer possible to continue buying stuff. Maybe you reach such a limit? (Or: you would if you were allowed to build this solar PS.) If so, I'd say that there is "only" a display bug and a communication problem (e.g. a missing "You don't have needed fonds to..."). Feel free to share a saved game somewhere, so that someone could try and reproduce, and followup to upstream appropriate information. Cheers, -- Cyril Brulebois
