Both cases I've run into this problem were on disks not on the first controler. What is the disk configuration on your system (and what type of system)? Did you have this problem on the first disk partitioned?
It is an e250, and this was in the internal slots:

We had this problem on both disks but mostly spent time trying to partition sda. But it magically went away when we tried that sarge-sparc-1.iso (full cd instead of netinst). But that might also have been a matter of having written "enough" different partition tables and reboots.
The system is now up and running from that install.
