Given that Tomasz has acked this bug report and everyone agrees this is an issue which must be discussed with upstream (even if this ends up in a specific Debian patch later), I hereby tag the bug appropriately, at least temporarily. We certainly need to bring consistency here. There has been a recent discussion about adduser behaviour inside Debian and the adduser maintenance team has setup its guidelines, afaik. So, I propose that Tomasz first gives us indications about his choices, with his upstream hat on (taking other OS behaviour into account)...and then we will decide whether we need adapt the Debian implementation if useradd happens to be less strict than adduser on that matter.
