this is intended behavior (according to Manoj). In lenny ucf might do a
cp -pf, but for now: setting the config files permissions is the
maintainers job.

Fixed with 1.1.6-2. Maybe we get the release managers to unblock this
one, otherwise im going to upload 1.1.4-8 to t-p-u in order to fix this
issue for testing too.
