That file is in praat_4.3.orig.tar.gz sitting in NEW, it's true indeed
that in the .diff.gz you ship the alternative, but ipaSerifRegularPS.c
is still in the source tarball.

If that file is really non-free, you should probably repackage the
tarball (I note the tarball was repackaged anyway, as it has 'rafael' as
owner of all files) removing that file. If it's merely not allowed to
link it in GPL programs, you can of course leave it where it is, as you
do not link it in (I did not verify that, but take your word for it).
