You mean: -rw-r--r-- rafael/rafael 78319 2003-12-12 13:31:28 praat-4.3/ipa/ipaSerifRegularPS.c ? That file is in praat_4.3.orig.tar.gz sitting in NEW, it's true indeed that in the .diff.gz you ship the alternative, but ipaSerifRegularPS.c is still in the source tarball. If that file is really non-free, you should probably repackage the tarball (I note the tarball was repackaged anyway, as it has 'rafael' as owner of all files) removing that file.
