What I should have typed for those commands was:

$ wget 
http://ftp.uk.debian.org/debian/pool/main/p/pilot-link/libpisock9_0.12.2-4_i386.deb
$ deb-gview libpisock9_0.12.2-4_i386.deb

deb-gview works with browsers like galeon and iceweasel to open
the .deb file when you click on a link to a .deb in the browser, that's
how I viewed the contents of the pool .deb files. A future version of
deb-gview is expected to support URL's, the current package in Debian
only supports local files. Sorry for any confusion.
