This is because time-admin (from gnome-system tools) doesn't use gksu
when launched from the panel. When gksu is used, you will get the
behaviour you describe above.
I do believe this is fixed upstream in gnome-system-tools 2.16 or 2.17.
Hmm, I guess I better stop reporting bugs until 2.16 hits Debian (unstable).
I'll say again, it's a shame Etch ships with 2.14.
