In aptitude, if I do the following:

1. Ctrl-Z (to stop aptitude and run commands in the shell),
2. type "fg" (to resume aptitude),
3. hit the down arrow key

then aptitude runs reportbug: I get the question

Running 'reportbug' as root is probably insecure! Continue [y|N|q|?]?

The terminal is an xterm (TERM=xterm-debian).
