Maybe that upstream think that php4 is sufficent and php3 il outdated.

I also saw that other distro (like OpenSuSE [1]) made it depends from
a generic version of php (for php5)

No patch, I've only changed in control file the dependence from php4 to
php5. For test pourpose only, obviously :)
