Due to legal problems in some particular countries, Debian cannot distribute libdvdcss. AFAIK the only problem is that libdvdcss can't be distributed in some particular countries, and there is nothing keeping Debian from distributing libdvdcss. (If I'm wrong though, I'd appreciate to be pointed to the real problems) So either: Due to legal problems in some particular countries, Debian does not distribute libdvdcss. or Due to legal problems in some particular countries and the lack of infrastructure able to deal with these, Debian cannot distribute libdvdcss. should fix.
