hmm... that's possible.  unforutantely, i don't have a woody (this is a
woody box, right?) system to put nagios on to test.  could you look a
little more into this for me?  some ideas:

- stracing the start-stop daemon call from the command line
- looking to see if nagios is putting anything in the logs when this
  happens
- stracing nagios from start-stop-daemon (s-s-d [opts] strace nagios
  instead of strace s-s-d [opts] nagios)

if we can't resolve this, i'll put a note in README.Debian for the
woody/backports users about this as well as an inline comment in
the init script.
