I tried to tackle this bug today, but it goes beyond my scope now. Even
if you solve the syntax problems, you'll end with a FTBFS problem (I
tried i386 and PowerPC) because of this error:

automatically.
Please correct the problem by telling configure where tcl is
using the argument --with-tcl=/path/to/package
(perhaps after installing it),
or the package is not required, disable it with --with-tcl=no.
make: *** [build-stamp] Error 1
[...]

If you regenerate the configure script under otcl/ using autoconf, the
same error arises.
