Here's the response from Otfried Cheong:
The behavior is deliberate, and allows non-expert users to easily
find the files Ipe uses for its Latex run. This is important
since this often needs user intervention or debugging.
If multiple parallel ipetoipe runs are needed, it is easy to make
a wrapper that sets IPELATEXDIR for each instance.
I think I'll address this bug using his idea of a wrapper for
ipetoipe.
