Rationale: Assume the following scenario. Joe user run Windows in his home computer before migrating to Debian. His router, which acts as DHCP server, is broken and will send out its own IP address as DNS server, despite the fact that it isn't actualy acting as DNS recursor or proxy. This wasn't a problem with Windows, because Joe had set it up to "obtain IP/netmask/gw automaticaly" but not to "obtain DNS automaticaly" (they're separate options). Unfortunately, adding good DNS via network-admin doesn't archieve the same effect, because dhclient will overwrite /etc/resolv.conf whenever it's run, which is going to be quite often if you happen to run network-manager (also enabled by default).
