Upon some more digging into this issue, it appears this effect isnt actually a bug, it was due to the 'Caret mode' being enabled in evolution for some reason.
Im not sure if this is the default mode, however after a bit of googling, I managed to turn up a blog of someone reporting the same issue I reported, and reported it was fixable by unchecking the 'caret' option in the View menu. So the fact that the mail reader jumps to EOF isnt the bug, but maybe the bug is that caret mode is enabled as a default setting?
