The upstream author responded back that he was unable to duplicate the problem.
So I grabbed a fresh computer without any prior history of blackbox/fluxbox and bbpager or relations from the bb family of tools. I then installed a fresh, clean copy of blackbox 0.70.1 and bbpager 0.4.2 and ran my tests, and bbpager preformed without error. It worked regardless of the presence or not of $HOME/.blackboxrc. So there is most likely something amiss in our setups, mine included.
