Err, yes, there are broken networks in use out there. Is it really the
job of random packages to check for random breakage?

That's correct. Bootup is blocked by this call.

If it is too low, the check is worthless. If it is too high, it will
annoy users. I don't think there is a sensible value for this
timeout. Perhaps this check can be backgrounded, but TBH, I feel
removing the check avoids additional, unnecessary complexity.
