There has been a regression with version 2.3.1-2 of fontconfig. Bug #215356 is back. Quoting Peter Rockai from #215356: Default /etc/fonts/fonts.conf includes both ~/.fonts.conf and /etc/fonts/local.conf, in this order, which might result into ignorance of user's settings. Thusly I ask you to reverse the order of inclusion of these files (or explain why this has to remain as it is, if it has to). Thank you in advance. End quote.
