Please!  Note also that this is not the upstream mutt default.  This
is a Debian specific packaging default.

I am guessing that most Debian mutt users figure this out since they
are mostly a smart bunch.  Then they set this to be pipe_decode=no in
their personal ~/.muttrc file to override the package default and then
forget about it.  However, every Debian stable user that upgrades (and
uses sa-learn for example) will need to go through this learning
process and to make these personal customizations.
