I tried "sudo /etc/init.d/openbsd-inetd start", which gave no errors, but did 
not solve the problem.

I then tried "sudo /etc/init.d/openbsd-inetd stop", and then re-ran my 
dist-upgrade command, and this time there were no errors and my dist-upgrade 
completed successfully.

My guess is that the post-install script is failing to see that openbsd-inetd 
is already running, and therefore fails when it tries to start an 
already-running process.
