Yes, the bug is still there in version 3.3.2 of korganizer; I'm running sarge without backports. I don't know if the bug has been fixed in unstable.
Reproducing the bug is trivial: just look at the korganizer settings for "time & date". If "default duration of new appointment" lists times (1 am, 2 am etc) rather than time intervals (15 min, 30 min etc) then you see the bug in action. That's what I see whenever I look at that settings window.
