Now, they are supposed to have a dedicated/exclusive user. But, many don't, and still run with at least one of UID nobody or GID nogroup. As such, files shouldn't be owned by either user. This is mentioned in /usr/share/doc/base-passwd/users-and-groups.txt.gz
