[Please keep me CC'ed if you want me to see it: I'm not subscribed.] Hi, I was the one who implemented the prompting, way back in the Ubuntu days. The reason is that Ubuntu originally shipped with French Canadian as the default, but several irritated users, as well as Jeff Bailey (from Montréal), assured me that it's nearly impossible to actually buy one of these keyboards, and that Canadians would be annoyed if ca(fr), rather than us, was the default.
I don't have anything more to back it up, and I'm an Australian living in Finland, so probably wildly unqualified to comment on it. But that's why it was done in the first place. Cheers, Daniel
