They might be not set.

The choice is about manually setting 

  /etc/dictionaries-common/default.{hash,aff} ->
       /usr/lib/ispell/your_personally_built_dict.{hash,aff}
  /etc/dictionaries-common/words -> 
       /usr/share/dicts/your_personally_gathered_wordlist

and honouring that selection. Otherwise they will be set after sysadmin
selection.

It is intended for advanced users needing/wanting manual settings for
whatever reason (see #293926: dictionaries-common needs a "don't muck with
my config files" option). For normal users 'Do not modify current symlinks'
is achieved by just pressing 'Enter' when installing a *new* dict (or by
having noninteractive debconf frontend selected).

'Do not modify current symlinks' looks like not requiring further action
from the sysadmin while it probably does, and also looks like being a
reasonably conservative option while really intended for skilled users. It
also does not make clear that you are entering a manual mode for that symlink
maintenance. However, the presence of the word 'manual' somewhat suggests
being for experienced users, so I tend to prefer the initial wording.
