Alright, this is in part a bug of the Debian package, in part a bug of texexec. texexec is run as root and *SHOULD* be able to create the directory /var/lib/texmf/web2c/pdftex. But probably it is a bug *only* because we already have the link pdftex -> pdfetex but NO pdfetex directory. Next version of the debian package will fix this.
