I don't like the idea of installing udev just to be able to read some
documentation of another package... Installing and the removing udev can
be somewhat involved.

Can it be used for something else than handling hotplug events ? That's
what pcscd uses it for, and that's what --force-reader-polling works
around if it's missing.

I prefer a static /dev, and I have not had a good reason yet to change
that.
Note that udev is Priority: optional, so it's perfectly reasonable not
to install it.

Anyway, it's your package, so it's your decision. I'll build an udev
dummy package for now, to satisfy the dependency.
