It would be good it it were in the format described in following message.

   "How (not) to write copyright file"
   From: Joerg Jaspert
   http://lists.debian.org/debian-devel-announce/2006/03/msg00023.html

    - A good example looks like:

      | This package was debianized by VICTIMS NAME <[EMAIL PROTECTED]> on
      | DATE.
      |
      | The current Debian maintainer is YOUR NAME <[EMAIL PROTECTED]>
      |
      | It was downloaded from: http://www.download.address/foo.bar.tgz
      |
      | Upstream Authors: Homer Simpson, Bart Simpson, Maggie Simpson
      |
      | Copyright: 1971 - 2001 Homer Simpson
      |            2001 - 2006 Bart Simpson
      |

In comparison to the above, The 4.0pre.2001.10.27.nodocs-2 version of w3-el-21's
debina/copyright reads:

    This package was debianized by Frederic Lepied <[EMAIL PROTECTED]> on
    Sat, 8 Mar 1997 06:29:50 +0100. It is now maintained by Ben Pfaff
    <[EMAIL PROTECTED]>.

    It was downloaded from CVS at subversions.gnu.org using the commands
            cvs -z3 -d :pserver:[EMAIL PROTECTED]:/home/cvs login
            cvs -z3 -d :pserver:[EMAIL PROTECTED]:/home/cvs checkout w3

    The upstream author of w3 is William M. Perry
    <[EMAIL PROTECTED]>.

    Copyright:

;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;
    ;;; Copyright (c) 1997, 1998 Free Software Foundation, Inc.
    ;;;
    ;;; This file is part of GNU Emacs.
    [...]

The lintian tool can then make uniform checks and other sweeps over
the copyright file. Any deviation from this will make things not so
simple.
