Run menu as root. Check /etc/X11/icewm/programs contents. Make sure
there is no ~/.icewm/programs file unless you want to use it.

It uses ~/.icewm/preferences, then /etc/X11/icewm/preferences and
finally /usr/share/icewm/preferences in that order, then it looks for a
prefoverride file in the same order of locations and overrides settings.

Please show me the output of:

find /etc/X11/icewm ~/.icewm /usr/share/icewm

instead of making wild guesses.
