Installing and deinstalling thttpd while another web server is running
fails, because the lockfile is created, but thttpd does not start, as
another server has bound port 80. Then, the uninstall script fails, as
it cannot stop thttpd.

It seems to me that there are two bugs here:

1. The lock file shouldn't be left if thttpd can't be started.

2. The uninstall script shouldn't fail if thttpd isn't running (the
   user might have stopped it).
